Product Compliance on CE6.0 and SPRC 2.0

I'm afraid, but I have very basic question about Product Compliance. We can find Product Compliance application in both place CE6.0 and SPRC 2.0. Both application are design for discrete Manufacturers to support Environmental Compliance REACH - SVHC and RoSH  and managing IMDS Compliance

Question:  What is significant difference between these  Product Compliance ? Since access Product compliance are different in both the case.

If both Product Compliance application is having same objective to cater compliance requirement for discrete Manufactures why they are available in different place and which one should we suggest clients?
