unable to debug in Fbl1n and able to debug in FB03

Dear Friends,

Through FB03 iam able to attach a document ,however when I am coming through the transaction FBl1N iam not able to attach in Development or in Quality system .  however in PRD we are able to attach an attachment through FBL1N.

So  my functional asked me through debug when iam started through FB03 iam able to debug , however through FBL1n iam not getting success it

is not going to the screen where it says Attachment not yet created message.

So could you any one let me know why we are not able to create an attachment in DEV/QTY  but able to do in PRD .
