How to block all GR in storage location as default

Hi,

I need to block all goods receipts in storage location "xxx" and later user will release manually.

This is a business requirement to control all materials received in an specific storage location, for example, al GR in SL xxx should be posted as Inspection Blocked and later user need to release manually.
