Inspection Plan and Engineering Change Management

Hi,

I am creating and updating inspection plans using engineering change management. 

The system lets me use an inspection plan to create an inspection lot, even if the Change Record has not been released - that is to say, that as long as the key date is the current date, when an inspection lot is created at the point of goods receipt, any changes that have been applied to the inspection plan will be copied into the inspection lot, even if the plan has not yet been released.

Is there a way of stopping this from happening?
