Error when loading data in R/3

Hi every one,

i am trying to activating datasource in R/3. But there is always Error: "The system set unchangeable "  and in BW System i can't creat any new Infoobjects or Cube

So Does that mean i don't have admin Role of R/3 System and BW System?

i searched on Internet, and there is a Referenz in this Link: How To: make changes in an unchangeable client | Stay Up To Date - Gabor Peto's SAP CRM blog

then i follow the Steps and try to make changes to unchangeable client with Tcode SCC4. But ones again it give me Error: " Transaction SSC4 doesnt exist- you dont have right to use this Transaction "

What can i do now?
